RTPS Bihar – Important Information
|
- The caste of an individual is determined based on the caste of their father, not their husband.
- The caste certificate is valid permanently.
- Permanent residence certificates are valid indefinitely, whereas temporary residence certificates are valid for one year from the date of issue.
- Income certificates are valid for one year from the date of issue.
- After verification, original certificates will be returned to the applicants.
- Candidates can submit a prescribed undertaking regarding not belonging to the creamy layer. Based on this, a new certificate without the creamy layer can be issued using the old certificate.
- There is no need to repeatedly obtain a certificate without the creamy layer. For state services, an application can be submitted with the old certificate along with the undertaking.

RTPS Bihar – How to Apply Online
|
- Visit the official RTPS Bihar website: serviceonline.bihar.gov.in.
- If you are a new user, register by creating a Login ID and Password using the “Register Yourself” option.
- From the left menu, select the relevant department’s linked service and log in.
- Click on “Apply for Service” from the left menu.
- Fill in the application form carefully, upload your photo via Webcam or File Browser, make necessary corrections, and click Save Draft.

For identity verification:
- If Aadhaar is required, an OTP will be sent to the mobile number registered with your Aadhaar.
- Alternatively, upload one of the 12 identification documents approved by the Election Commission of India.
- If needed for your service, attach the required annexures by clicking Attach.
- Review the application form and annexures, make any corrections if necessary.
- Submit the application and download/print the acknowledgment for your records.
- After issuance, the certificate will be available in your inbox. Log in to download or print it.

- On the homepage, under the “Citizen Section” (right-hand side), click “Download Certificate”.
- You will be redirected to the RTPS Download Certificate page.
- From the drop-down menu, select “RTPS/Others” under Services.
- Enter your Application Reference Number (e.g., BICCO/2021/0000) and your Applicant Name (in English).
- Click on the “Download Certificate” button to retrieve your certificate. You can use RTPS servers 1, 2, 3, 4, 5, etc.
- Note: Certificates will be available for download only after 24 hours from the execution of your application.
